This 2015 Student Transportation Competitive Procurement Review Report was prepared by a panel appointed by the Ontario Ministry of Education consisting of the Hon. Colin L. Campbell, Q.C., Paul Emanuelli, and Leo Gotlieb, and provides a review of recent student transportation RFPs issued in Ontario to identify best business practices and opportunities for improvement in competitive procurement of school bus services.
