Flawed Award Records Breach Jamaica’s Procurement Rules

In its March 2017 Special Report on Jamaica 50 Celebration Activities, Jamaica’s Contractor General found that government officials breached government procurement rules when they failed to maintain proper contract award records. The report dealt with multiple contract awards relating to events celebrating the 50-year anniversary of Jamaican independence. The Contractor General found that government officials failed to properly document whether contracts were transparently awarded or the evaluation criteria for many contract awards. The report also found inconsistent or inaccurate accounting information relating to payments for services for the various contracts.
