Building a Better Framework for Open Procurement [Recording Available]

The days of engaging in non-transparent contract award practices under supplier lists, prequalification rosters and vendor-of-record arrangements are coming to an end. In recent years, these “piggy-backing” arrangements have been repeatedly challenged as a source of non-competitive contracting. New procurement standards create far more onerous rules around standing arrangements and in some cases significantly restrict the length of time that an institution can maintain a “closed shop” of suppliers. This repeat broadcast of our May 2018 presentation will explain how public entities can implement new open framework arrangements that permit permanent prequalification lists and enable regular refreshes to allow new suppliers onto compliant roster arrangements.
